This is a common problem with aged trim. The baseboard works its way far enough away from the wall enough for bits of plaster and dirt to fall behind it. The painter comes along and caulks the gap. The caulk dries out, falls into the gap, and the next painter adds more caulk...and on and on.

Removing baseboards to clear obstructions from debris that has fallen behind them is just one type of trim realignment. Other sources of trim disalignment are caused by shifting walls, other forms of obstructions, and loss of strength in nail-grip.
